CLINTON MIKEL is a nationally recognized healthcare attorney and a Partner at The Health Law Partners, P.C., where he has practiced since 2012. He earned his J.D. from the University of Michigan Law School and his B.A. from Cornell University. Licensed in six jurisdictions, Mr. Mikel represents clients across the full spectrum of the healthcare industry — from health systems, hospitals, pharmacies, laboratories, and physician groups to digital health companies, AI-driven startups, and other innovators reshaping the delivery of care.

False Claims Act Litigation & Government Investigations

Mr. Mikel has extensive experience defending healthcare providers and entities in False Claims Act (qui tam/whistleblower) litigation and government investigations. He counsels clients through every phase of FCA matters — from initial government inquiries, Civil Investigative Demands (CIDs), and DOJ/OIG investigations, to litigation defense, voluntary self-disclosures, and negotiated resolutions. His work in this area spans allegations involving Stark Law and Anti-Kickback Statute violations, improper billing practices, and other fraud and abuse theories that give rise to FCA liability.
